This was an election almost everyone expected the Conservatives to lose. Margaret Thatcher had been deposed, partly because of the unpopularity of her "Community Charge", better known as the Poll Tax. She was replaced by John Major but he faced significant opposition within his own party. Meanwhile, Neil Kinnock had overseen large changes both to Labour's policies and its campaigning style. In the run-up to the election the opinion polls forecast a Labour victory, but the outcome was a Conservative majority of 21. Subsequent research suggested that many voters voted with their pockets, but would not admit it to the pollsters.
